MEDIC FIRST AID POLICIES AND PROCEDURES

 

Policy Statement

 

GWRRA and the Rider Education Division are dedicated to providing seminars that instruct our membership in safe riding techniques and prepare them to handle emergency situations.  The MEDIC FIRST AID (MFA) Program is such a program.  MFA is an alternative to CPR and First Aid training, made available to all current members at an affordable price.  We have established an MFA Coordinator, policies and procedures for administration of the program so that MFA may be offered equitably throughout Region E.  Below are guidelines that will be applied and followed in the administration of this program.

 

I.            Equipment

A.     The MFA kits and equipment will be located at strategic “hubs” around Region E.  This is intended to minimize shipping costs.  Where possible, the kits will be shuttled via auto.

B.     All MFA equipment shall be available for use in all districts in Region E with consideration given to scheduling.  No district shall have exclusive control over MFA materials or equipment.

C.     Facilitators shall be responsible for a complete inspection of the equipment upon receipt and upon completion of each class.  Any discrepancies shall be immediately reported electronically or by phone to the MFA Coordinator.  A completed Inspection Report will be returned to the Coordinator with the class paperwork.

D.    Facilitators will complete a Supplies Used/Supplies Needed form at the end of each class to facilitate inventory control.

E.     The Coordinator will be advised by the District Educator where the kit will be sent/delivered for the next scheduled class; shuttling whenever possible.

II.            Scheduling

A.     The Region MFA Coordinator shall maintain a Master Schedule of all class dates and locations.  This schedule will be posted on the Region E website and will be updated on a regular basis.  (www.gwrra-region-e.com)


B.     MFA class scheduling for Chapters or Districts will follow the sequence listed below:

1.      Class requests must be made three (3) weeks in advance to ensure equipment and supplies’ availability.  A minimum of six (6) students will be required to schedule a class (MFA requirement).  A roster with members’ names and GWRRA numbers must accompany this request also.  Members must be current.

2.      Chapters will request classes through their District Educator.  The District Educator will contact the Coordinator to schedule the class for the requested date.  This may be done electronically or by phone.

3.      The Coordinator will make every effort to ensure that classes are scheduled on the requested date.

4.      In the event of scheduling conflicts (two classes on the same day, same district) the Coordinator shall make arrangements for a second kit to be delivered to the second class site.

5.      The Coordinator will verify availability of equipment and advise the District Educator of schedule approval.  The Educator will advise the requesting party of schedule approval.

6.      In an effort to keep the facilitators active and certified, the Coordinator will attempt to contact a facilitator who has not had an opportunity to present a program or needs to present a program to remain certified.  Due consideration will be given to geographical location and distance away from the class site.

NOTE:  Every effort will be made to accommodate both students and facilitators in instruction and maintaining certification.

III.            FEES

A.     Fees for the Basic 6.0 classes will be $20.00 per member, $15.00 for the Care Initiator class.  (refresher)

B.     All checks MUST be made payable to Region E MFA.

1.      Fees sent to the Region E MFA Coordinator should be in the form of personal check, bank draft or money order.  NO CASH!

2.      There will be a $20.00 charge added to ALL returned checks.

C.     All class fees are to be forwarded to the Region E MFA Coordinator as soon as the class date has been confirmed along with a copy of the class roster.

D.    Class fees are NON REFUNDABLE except in extreme circumstances that can be documented. Attendee’s who have paid their fees but have a valid reason for missing the class will be offered an opening in the next available class within the following 60-day period. In the event that person is unable to attend or there are no available classes, the Region Director may be asked to refund the enrollment fee.  The refund will be at the discretion of the Region Director.



E.     Proof of current GWRRA membership is required at time of class registration by all participants

 

IV.            FACILITATOR’S COMPENSATION  (Change 1/1/09)

Effective 1/1/2009,

All Districts will receive a minimum of $100 or a shared percentage of the net profits whichever is greater.  This yearly windfall will be used solely for the support of the facilitators who donate their time and talents and will be documented as a line item in the yearly District Financial reports.

Districts will be responsible for reimbursement of class related expenses by facilitators in teaching classes and movement of kits to training points.  REGION E WILL CONTINUE TO PROVIDE Student Guides and Kit related items. (i.e. face guards, lung bags, etc.)

 

A.     Facilitators are not compensated for class presentation.  Overnight stays should be only in case of emergency, and not the norm.  If needed, it is the responsibility of the scheduling party and not to exceed $60.00.

B.     Facilitators are entitled to be compensated for gas expenses.

1.      Receipts for these expenditures shall be forwarded to the District MFA Coordinator with an explanation.  The receipt must contain date, location and amounts.

2.      The District MFA Coordinator will be responsible for payment to the facilitator for the incurred expense at the direction of the MFA Coordinator.

V.            ORDERING  (NO CHANGE)

A.     Any equipment, supplies, etc. for use in the MFA program MUST be done by and through the Region MFA Coordinator.

1.      The facilitator or District Educator will advise the MFA Coordinator of needed materials via the Supplies Used/Supplies Needed form.

2.      The MFA Coordinator will then make necessary purchases through the Region Director.

3.      The order will be filled and shipped to the requesting facilitator to replenish the depleted kit.

B.     When events warrant the purchase of over the counter items such as gloves, the MFA Coordinator should be contacted prior to purchase and a receipt sent to the District MFA Coordinator with paperwork for reimbursement.

VI.            FACILITATOR CERTIFICATION

A.     Determining Need
The GWRRA Director of MEDIC FIRST AID/CPR ­MUST first approve any person seeking to become an MFA Instructor.  Once that approval has taken place, the following steps can be taken.

 

1.      The MFA Coordinator shall have the sole responsibility of determining the need for additional facilitators in a given geographical area or district.

2.      Individuals who wish to become facilitators may indicate their desire directly to the MFA Coordinator. MFA is only interested in people who seriously want to be instructors and not someone looking for a title.

a.      Include NAME, STREET ADDRESS, PHONE NO., GWRRA MEMBERSHIP NUMBER and E-MAIL ADDRESS if applicable.

3.      Once a need is determined the MFA Coordinator will advertise via Region web page, (www.gwrra-region-e.com) and Region/District newsletters for additional interested applicants.

4.      A minimum of six (6) applicants will be required to schedule a Facilitator class.

5.      When sufficient applications and interest have been indicated the MFA Coordinator will advise those who have submitted an application and have been approved, will  publish a notice via the Region web page that a class has been scheduled indicating DATE, TIME and LOCATION at a minimum of one-month preceding the course date.

6.      Fee for the Facilitator class is $25 plus books and must be paid a minimum of three (3) weeks prior to the scheduled class date. Couples may share one instructors manual at the cost of $36 per book. 

a.      Check or money order made payable to Region E MFA.

b.      There will be a $20.00 fee on ALL returned checks.

7.      Facilitators are required to teach a minimum of one (1) class per year for every two (2) years to maintain certification.

a.      Facilitators may co-teach a class to stay current.

b.      Co-Facilitators must be listed on paperwork to receive credit for the class.

c.       With the implementation of FEE SHARING with the districts, Region will no longer refund any renewal fees.

 

Note:  From time to time it may be necessary to make changes in the Policies and Procedures as written.  When such changes occur the MFA Coordinator will publish an addendum for inclusion.
